Elke Devroe (1963) is master in criminology (cum laude, 1988, KULeuven) and started her scientific career as researcher at the University of Louvain, where she conducted research on police and crime statistics. She continued this scientific project within the Research & Development Division of the Ministry of Internal Affairs (1989-1998), afterwards within the Flemish Government division Science & Innovation (1998-2000), and later within the Ministry of Justice (2000-2012), where she was Head of the Division Research & Development of the Unit of Criminal Policy.

From 1999 till 2007 she taught criminal policy in the master of criminology and crime statistics in the bachelor at the Free University of Brussels. From 2009 till 2012 she was member of the research group 'Social Analysis of Security’ at Ghent University, and member of the staff of ‘The Netherlands Institute For the Study of Crime and Law Enforcement’ (Amsterdam) where she completed her PhD.

From 2012 till 2013 she was associate professor at Criminology, University Leiden, where she developed and taught the courses ‘Legitimacy, Effectiveness & Accountability’ and ‘Actors in a comparative perspective’ in the (new) international master ‘Criminal Justice’. From 2013-2015, she was affiliated at the Institute of Public Administration, university of Leiden, campus The Hague where she teaches in the international master ‘Crisis en Security Management’ (CSM) the courses ‘Governance of crime and social disorder’, ‘Evidence-based policing’ and ‘Researching crisis and security’. From January 1st she is working in the new 'Institute of Security and Global Affairs' (ISGA), University Leiden, Faculty of 'Governance and Global Affairs'.

She is president of the exam commission of the Institute of Public Administration. She is editor-in-chief of the Belgian-Dutch Journal Cahiers Politiestudies (Maklu), member of the editorial board of the international journals European Journal on Criminal Policy and Research (Springer) and Forensic Research & Criminology International Journal (Medcrave) and editorial staff member of Panopticon (Maklu), Het Groene Gras (Boom Juridische uitgevers), and Reeks Veiligheidsstudies (Maklu). 

She is a member of the Board of Directors of the Center of Policing & Security (CPS) and she taught for more than 20 years the course ‘community policing’ in the Police academy (Ghent). She is member of the Campbell steering committee and participates in the following international working groups: ‘Policing’ of the 'European Society of Criminology’, international research project Urbis (Leonardo), International Research Network on Law and Anti-social Behaviour’ en ‘Kenniskring gebiedsgebonden politie’ of the National Police Academy in Apeldoorn.

Elke has specific interest for prevention and maintenance of ‘urban crime en social disorder’ in the public domain. Her PHD A Swelling Culture of Control? The genesis and implementation of the incivility act in Belgium” analyzed this theme on the theoretical background of the ‘Culture of Control’ (D. Garland) (public defense on May, 29 2012 - Free University Amsterdam). At the moment she is steering member of the international research program PEMP ('Policing European Metropolises Project') where she conducts research on plural policing  and strategic security agendasetting and implementation within metropolises in Europe. Research interests are plural policing, the governance of crime and social disorder in metropolitan areas and legislation on anti-social behavior in EU countries. On the topic of the relationship between 'scientific social sciences research and policy', she published two books.
